Summary

Haicang，a coastal district of Xiamen city，was sprung up after the reform and opening up. Its rapid development during the past four decades took the levels of its urbanization，industrialization and foreign trade to the forefront of the nationwide，which in turn brought not only the dividends of economic growth，but also challenges of social transformation. All the emerging social problems call for a change even innovation towards social construction. In carrying out the strategy of “Beautiful Xiamen Co-production” advocated by Xiamen municipal government in 2013，Haicang has found the golden key to solve these social problems through launching a series of policies towards different groups，and encouraging active participation in all co-production programs among urban and rural communities，and social organizations as well. From the perspective of social construction and social policy，this book analyses the concept and local practice of “co-production” strategy of Haicang district，which to some extent sets an example on social construction for other places of whole China，although this early approach is still not perfect yet.
